Hi Paul,
Two considerations: 1) That Sebastian may be suffering a urinary tract infection and is exhibiting this behavior as a way to get your attention, and 2) that something has changed recently in the environment that he is uncomfortable with.
Please make an appointment with your vet right away to rule out the possibility of a UTI, and also ask your vet to rule out kidney problems (siamese are somewhat prone to early kidney problems), make sure a complete urinalysis is done and that your vet tests for kidney function if he in the least suspects that the kidneys may be affected.
If, after your vet determines Sebastian is in excellent health, consider any environmental changes that may have occured recently that may be causing him undue stress (new transition to outdoor access, new furnature, new family member, your schedule, etc etc) and try to determine if those things can be resolved. Perhaps the outdoor excursions are a bit stressful to him in which case simply keep him indoors again. Ask your vet about tips in feline behavioral issues where marking and urinating are concerned, and watch Sebastian's behavior to try to pinpoint the cause (litterbox usage, depression, decreased appetite, decreased energy level, etc, anything about his behavior that is unusual for him in particular), and try to note what he's doing before the urination episodes (I know this can be difficult when you're sleeping, but watch his behavior at other times during the day and evening).
