The best way to do this is to arrange it with someone locally, rather than involving a national firm which will charge you for sending a driver from Shannon or Dublin and back. In other words, a local taxi at a flat day raate would be the best choice.
Since I am not based in Killarney, it would be better to deal directly with a local, and the best option is to go through your hotel manager, concierge, or head porter. What hotel are you staying at? I will try to get you a contact if you advise me of the hotel.
You can probably wait till you get there to do it, but it would be wiser to have at least made contact with the right person at the hotel in advance so he or she can be lining up the best person and price for you. He/she will also advise you in advance of the cost and appropriate gratuity. Since you are going in February, there may be fewer choices.
Another option is to ask the guide/driver of your tour bus to arrange it for you, but this would likely involve a little commission for the guide/driver, and would up the price; the guide/driver might also ask the hotel to do it, if he/she has no local contacts.
